  1. The Regular Meeting of the Saline Township Board was called to order by Supervisor James Marion on August 14, 2006 at 7:30pm at the Saline Town Hall, 5731 Braun Road, Saline, MI 48176

  2. Members present: Supervisor Marion, Clerk Baldus, Treasurer Gordon, Trustees Bohnett and R. Marion. Twenty other citizens were present.

  3. Mr. Bohnett led the Pledge of Allegiance.

  4. Mr. R. Marion moved, supported by Mr. Bohnett, that the agenda be approved as presented. Ayes: 5. Nays: 0. Motion carried.

  5. Mrs. Baldus moved, supported by Mrs. Gordon, that the consent agenda be approved as follows:
    1. Approve minutes from July 10 regular meeting.
    2. Receive Clerk's budget, Financial Report.
    3. Approve Accounts Payable in the amount of $10,217.18.

  6. Citizens were offered a chance to address the Board regarding items not already on the agenda. Jessica Ping Mills wanted to thank the citizens in Saline Township for their support in electing her at the Primary Election. Mr. J. Marion commented on a complaint from a resident that there is a Washtenaw County Sheriff officer issuing tickets on Jordan Road.

  7. Mr. Bohnett said that Don Pennington is gathering information from the Washtenaw County regarding the PDR resolution. Mr. R. Marion moved, supported by Mr. Bohnett to not adopt a resolution and table the discussion regarding the PDR Resolution until a later date when it seems more necessary.

  8. Supervisor Jim Marion commented on the following:
    1. Election results were read by Mrs. Baldus. A copy of the results is posted on the door at the Township Hall.
    2. Township Attorney Fred Lucas was present to speak briefly regarding the status of the Biltmore litigation. Both parties have been discussing settlement issues prior to the Court mandating that both parties do so. Brighton Attorney Paul Burns, facilitator attorney for the case, was also present. Attorney Lucas also mentioned there will be a closed session meeting tonight regarding the pending litigation. Attorney Lucas reassured the Township residents that there will be no settlement established in the closed meeting, resolution of litigation will have to occur in an open meeting. Citizens were offered a chance to ask questions. Carrie DeJonghe asked numerous questions.
    3. Township will not be fixing the handicap ramp. Courtesy calls to the two companies that placed bids will be handled by Mr. Bohnett.
    4. Discussion regarding dog license was brought up due to the fact a jogger was bitten by a dog. Is there any need for a Township ordinance or what is the exposure of Township liability was issued raised during the topic discussion?
    5. Mr. J. Marion attended City of Saline Summerfest at Macs restaurant in Saline. Saline Township was the only representative present.
    6. Handicap parking needs to be better marked on election days. Several options will be determined closer to the next election.
    7. Dan Cabage, Township Engineer, was present and commented that the Condo project is close to ending with very little complications. He will discuss the billing and escrow problems with developer Mr. Mark Lewis.

  9. Trustees report included comments from Mr. Bohnett regarding concerns about the starting of the Mohart Road project. Mr. J. Marion will place a call to WCRC.

  10. Zoning/Building Administrator reported that he will be visiting residents that have unlicensed vehicles on their property. If there is no response from residents, issues will be turned over to the Township Attorney. Mr. R. Marion was approached by a company to possible install wind generators in the Township. Generators could potentially maintain electrical necessities to 150 homes. Further discussion with Don Pennington at the next work session will take place. Possible Township ordinance is necessary.

  11. August Fireboard meeting was cancelled.

  12. Township Hall Manager completed tree trimming.

  13. Board Member Mrs. Gordon reported that the summer 2006 Tax Bills and deferment forms are due September 14. Office hours are Friday mornings 9 to noon or by appointment. Mrs. Baldus informed residents that they can obtain an AV application for the November election any time. Mrs. Baldus also informed residents that Fall Clean up is September 23rd 8 a.m. to 2 p.m. Township board granted permission for Mary Gumtow to plan 2007 scheduling for site recycling and spring/fall clean up dates.

  14. Motion by Mr. R. Marion at 8:37p.m., supported by Mr. Bohnett, to proceed to closed session with attorneys to further discuss pending Biltmore litigation. Roll was taken. Ayes: 5. Nays: 0.

  15. Motion by Mrs. Baldus at 9:56 p.m., supported by Mrs. Gordon, to come back to the regular meeting. Roll was taken. Ayes: 5. Nays: 0

  16. The meeting adjourned at 9:57 p.m.
