January 12, 2008

  1. The Regular Meeting of the Saline Township Board was called to order by Supervisor Marion on January12, 2009 at 7:30pm at the Saline Town Hall, 5731 Braun Road, Saline, MI 48176.

  2. Members present: Supervisor Marion, Clerk Marion, Treasurer Gordon, Trustee
    R. Prehn. 17 other citizens were present.

  3. Mr. R. Prehn led the Pledge of Allegiance.

  4. Mr. R. Prehn moved, supported by Mrs. Gordon that the agenda approved with the following changes: (5c) Accounts Payable additional $89.50 check was written to Heritage News Paper total Accounts Payable in the amount of $22,869.38,(8b) Kathy Angerer to visit Saline Township, (8c) Truck Route, (8d) Act 7 consent judgment.

  5. Mr. R. Prehn moved, supported by Mrs. Gordon, that the consent agenda be approved as revised.
    1. Approve minutes from December 8 regular meeting.
    2. Receive Clerk's budget, Financial Report.
    3. Approve Accounts Payable in the amount of $22,869.38.
    4. Declined participation - The River Raisin Watershed Council.

  6. Citizens were offered a chance to address the Board regarding items not already on the agenda. Citizen (Lorraine Corradino) addresses the board with regards to Saline Township informational brochure. (See Supervisor's report 8a). Douglas Fuller from Washtenaw County Road Commission introduced himself to the board and attending citizens.

  7. Washtenaw County Road Commission (Steve Puuri) addressed the board and the citizens of Saline Township with regards to the Feldkamp Bridge. Several possibilities of funding being looked into as well as the condition of the bridge currently. All information below is being further looked in too:
    1. Approximately $50,000 for the engineered design of Feldkamp Bridge a 50/50 split between Saline Township and Washtenaw County Road Commission (local bridges); the township could offset the cost by using monies set aside for dust control.
    2. If a stimulus package is offered the township would need to be under contract within 180 days from the time the package is announced.
    3. Federal dollars 95% local 5%.
    4. Local Match - 75% Washtenaw County Road Commission 25% local.
    5. Engineered design for bridge may have a shelf life of 3 years longer if regulation/requirements for the bridge changes.
    6. Critical Bridge Application due by June response usually given by fall. Currently four bridges are applying for this application not including Saline Township. Last year Feldkamp Bridge was denied.
    7. MDOT would be involved with the process of Feldkamp Bridge however there presents would be minimal.
    8. Annual fund dollars are the same as 2008. Transportation dollars have not been increased since 2000.
    9. Life span of bridge approximately 5 years, new bridge 70-80 years.
    10. Bridge will need to be assessed often.
    11. Total cost of bridge approximately $800,000.
    12. A motion was made by Robert Prehn, Trustee to table this issue until the February 9, 2009 meeting and was supported by James Marion, Supervisor.

  8. Supervisor's Report
    1. Saline Township informational brochure- citizen Lorraine Corradino expressed her thoughts on the current brochure and future brochures. Mentioned was better proofing, additional information inserted such as number of citizens in the township and new developments. An offer to help on the next brochure was given to Lorraine by the Supervisor including any other citizen that would like to participate. Also mentioned was the Saline Township web site and that thought of having a .gov verses .org.
    2. Kathy Angerer to visit Saline Township; possibly at the February 9, 2009 meeting to better inform the board and Saline Township citizens on the HR4780-88 bill.
    3. Truck route did not pass.
    4. Supervisor commented on the Act 7 consent judgment, attorney Fred Lucas working on the compilation.

  9. Trustee Report - Carl Girbach & Robert Prehn to head the commission for the Road Millage Dollars which is in effect for 5 years. Plans are to split the township up in to 3 sections (8 to 9 miles each) and prioritize the roads as needed. Talk was mentioned of using these dollars for local roads excluding any primary roads. Robert Prehn welcomed any citizen suggestions or concerns.

  10. Zoning/Building Administrator Report - Robert Prehn reported 1 permit was issued for a lean to on Arkona Road.

  11. No Fireboard Report.

  12. Township hall manager reported everything is working fine.

  13. Board Member Comments-Mrs. Gordon brought to the boards attention that the Washtenaw County Building Department would be closing by the end of year. Board is looking into other local departments/townships to process building permits. Mrs. Gordon meeting with the local treasurers; will report on unpaid taxes for the community know as River Ridge.
