July 10, 2006

  1. The Regular Meeting of the Saline Township Board was called to order by Supervisor James Marion on July 10, 2006 at 7:40pm at the Saline Town Hall, 5731 Braun Road, Saline, MI 48176

  2. Members present: Supervisor Marion, Clerk Baldus, Treasurer Gordon; absent were Trustees Bohnett and R. Marion. Twenty other citizens were present.

  3. Mrs. Baldus led the Pledge of Allegiance.

  4. Mrs. Gordon moved, supported by Mrs. Baldus, that the agenda be approved with the following changes: 5a. Delete approval of June 12 regular meeting until discrepancies are verified with Mr. Bohnett. Ayes: 3. Nays: 0. Motion carried.

  5. Mrs. Gordon moved, supported by Mrs. Baldus, that the consent agenda be approved as follows:
    1. Approve minutes from June 26th special meeting.
    2. Receive Clerk's budget, Financial Report.
    3. Approve Accounts Payable in the amount of $4,364.68.

  6. Michigan State Police is on the schedule to show up at the end of each calendar quarter; therefore, the remaining dates to schedule would be September 11th and December 11th.

  7. Citizens were offered a chance to address the Board regarding items not already on the agenda. Carrie DeJonghe wanted to now about the board's actions regarding the SAGA and the resolution regarding the Wastewater Treatment Plant.

  8. Republican Washtenaw County Board Commissioner candidate Mike Radzik briefly introduced himself to the audience and spoke to the Saline Township residents regarding his political interests in the upcoming election

  9. Terry Brinkman, representative from Washtenaw County Department of Planning & Environment Environmental Services Division spoke briefly regarding the PDR Program. Currently 8 Township do not participate with the County PDR Program. State of Michigan will be accepting applications from October 1, 2006 thru December 1, 2006. Saline Township needs to pass a County resolution in order for participants to send in applications per the above timeline. State of Michigan pays a maximum $5,000/acre; there is a Federal program that also pays but the amount is unknown.

  10. Supervisor Jim Marion commented on the following:
    1. Washtenaw County Department of Planning & Environment reported that a robin from the 48104 zip code in Ann Arbor has tested positive with the West Nile virus on June 27th 2006.
    2. Washtenaw County Road Commission is considering reinstating the Local Bridge Cost-Sharing Program, which would require each township to contribute 50% of all local costs associated to replace and/or rehabilitate local bridge work.
    3. Friday July 14th, 2006 Mr. Bohnett, Mr. James Marion and Attorney Fred Lucas will be attending a facilitator meeting at 9:30 a.m. Hourly cost of $350 will be split in half with Biltmore LLC.
    4. July 18th 9:00 a.m. Board of Review will be holding their annual meeting at the Township Hall to update the Tax Rolls.

  11. Mr. James Marion and Mr. Bohnett have received two quotes to repair the handicap ramp. Further discussion will take place next month when all Board members will be present.

  12. Zoning/Building Administrator reported that letters have been sent out to residents that have unlicensed vehicles on their property. Recipients have 30 days to respond before matters are turned over to the Township Attorney.

  13. August will be the next Fireboard meeting.

  14. Township Hall Manager requested permission to trim trees out in front of the Hall; permission granted.

  15. Board Member Mrs. Gordon reported a typographical error on the summer 2006 Tax Bills; Due date should reflect September 14. Mrs. Baldus kindly asks residents to contain the recyclables when transporting items to the hall; items are being blown out of the vehicles. Labels still need to be placed on the bin to help residents clarify categories. Mrs. Baldus asked Supervisor Marion to call WCRC to see about roadside mowing. There are numerous blind spots in the Township that need immediate attention.
