September 11, 2006

  1. The Regular Meeting of the Saline Township Board was called to order by Supervisor James Marion on September 11, 2006 at 7:30pm at the Saline Town Hall, 5731 Braun Road, Saline, MI 48176.

  2. Members present: Supervisor Marion, Clerk Baldus, Treasurer Gordon, Trustees Bohnett and R. Marion. Fourteen other citizens were present.

  3. Mr. Bohnett led the Pledge of Allegiance.

  4. Mr. Bohnett moved, supported by Mrs. Gordon, that the agenda be approved as presented. Ayes: 5. Nays: 0. Motion carried. Mrs. Baldus moved, supported by Mr. Bohnett to rescind the previous motion due to an amendment to the original agenda. Ayes: 5. Nays: 0. Mr. R. Marion moved, supported by Mr. Bohnett that the agenda be reproved with the following changes: additional agenda topic after item 9; to be inserted to discuss the Haunted House proposition. Ayes: 5. Nays: 0. Motion carried.

  5. Mr. R. Marion moved, supported by Mr. Bohnett, that the consent agenda be approved as follows:
    1. Approve minutes from June 12 and August 14 regular meeting
    2. Receive Clerk's budget, Financial Report.
    3. Approve Accounts Payable in the amount of $20,315.85.

  6. Citizens were offered a chance to address the Board regarding items not already on the agenda. Charles Rankin inquired about Washtenaw County Sheriff patrolling the Township and issuing tickets. Mrs. Baldus will call to find out further details and if a portion of the ticket issued is returned to the Township.

  7. Wireless Washtenaw Representative Uma Harithsa was present to update the residents on the current status of the program and took time to address questions regarding the wireless program.

  8. Supervisor Jim Marion commented on the following:
    1. Mr. Cabage, Township engineer will be contacting Mark Lewis regarding the escrow account due for the Austin Commons II project.
    2. MDOT will be holding a Traffic Summit on September 19, 2006 at 9:00 a.m. over at the WCRC on Zeeb Road. He will be attending with Mr. Bohnett.
    3. City of Saline will be holding a public hearing on September 13, 2006 at 7:30 p.m. for the final site plan regarding the new condominiums on Monroe Street.
    4. Lodi notified the Township that they are updating their Master Plan and ordinances.
    5. WCRD contacted the Township regarding Mohart Road. Paperwork got misplaced and the upgrading Mohart road is still a project for the fall of 2006.

  9. Cemetery ordinance definition of cremation lots will be postponed until next month.

  10. Zoning Administrator Mr. R. Marion introduced Mr. Kirk Rose. Mr. Rose has established a corn maze for this fall on Jordan Road. Mr. Rose is proposing to establish a haunted house. The hours of operation would be 7:30pm - midnight on the 5 weekends preceding Halloween. Estimating 100 participants a night. Noise should not be an issue. Washtenaw County Road Commission has already issued a permit for an additional driveway to eliminate road side parking of vehicles. Chips, pop and candy will be for sale. Corn maze operation is open till 11:00 p.m. on the weekends as well. Mr. R. Marion moved, supported by Mr. Bohnett, to accept the haunted house operations with the following contingencies: No parking on Jordan Road; Closing hour needs to 11:00 p.m.; Copy of liability insurance needs to be on file at the Clerks office before the opening of business hours; and a yearly review in August, September at the latest, to evaluate the business operations.

  11. Trustees Mr. Bohnett reported that Don Pennington will be attending September 13th monthly meeting and a work session on Wednesday.

  12. Zoning/Building Administrator reported that he is still working on the unlicensed car issue. Mr. J. Marion will inquire with Township Attorney Fred Lucas to see if the Zoning administrator has the authority to issue tickets or fines.

  13. Fireboard report included announcing the annual Chili cook off in the month of October.

  14. Township Hall Manager completed installing handicap parking signs.

  15. Board Member Mrs. Baldus reported that there is a new fee schedule with minor changes; and asked Mr. Bohnett to take schedule to the planning commission to get their thoughts on changing the rezoning fee to a per parcel number fee. Mrs. Gumtow also informed residents that Fall Clean up is September 23rd 8 a.m. to 2:45 p.m.
